This is a common Magic User spell, used by many low-level mages to burn their enemies.  The spell is cast by speaking the magic words and placing the palms of the hands together and spreading the fingers apart.  Since the flames will come from the palms of the hand and the tips of the fingers, the farther apart the fingers are spread, the more flames will envelope the victim, but the caster must also remember to keep the burning hands away from his own unprotected body!
