With the spell 'control weather', a spellcaster can use his mana to make the present weather conditions more to his liking.  This spell is mostly used in conjunction with 'call lightning'.  Since the 'call lightning' spell requires stormy weather when cast, a cleric will cast 'control weather' to make his summoned lightning bolts more powerful.  A spellcaster can also use this spell to repel rainy weather for more peaceful journeys.
