The magical 'fear' ability is something that many spellcasters can do regularly, by harmless, showy displays of their magical abilities, or, as in the case of highly skilled mind mages, charming the target until it becomes crazed, running for days from the spellcaster without regard to finding shelter, food or drink.
When cast during battle, 'fear' will cause all gathered within visible range of the caster (target must be of lower level then the caster) to flee from the caster. Any targets of 'fear' will disengage any battles and flee.
